The $50 Billion auto loan

You think you need an auto loan? The National Association of Manufacturers, representing the "Big 3" (Chrysler, Ford, and GM) has asked congress to provide $50 billion in loan guarantees. Congress has already approved $25 billion in loan guarantees to implement new fuel efficiency standards which will cost manufacturers $ billions to implement. The rationale for the other $25 billion?
